Energy JEEL Initiative Expands Libya’s Youth Energy Pipeline Ahead of LEES 2027

As Libya accelerates efforts to expand oil and gas production, develop major gas infrastructure and diversify its energy mix, the country is placing human capital development at the center of its long-term strategy. At the forefront of this effort is the Energy JEEL Initiative (EJI), a nationwide youth empowerment and workforce development program spearheaded by the Ministry of Oil and Gas.

The initiative has evolved into one of Libya’s most ambitious workforce development programs, creating a pipeline of skilled engineers, technicians, environmental specialists and energy professionals. As the Libya Energy & Economic Summit (LEES) 2027 prepares to convene in Tripoli from January 23‒25, EJI is expected to be a key part of discussions on local content, in-country value and workforce development, with these priorities reflected through the event’s dedicated In-Country Value Forum (ICVF).

The ICVF will provide EJI participants with international energy companies evaluating opportunities across Libya’s upstream, gas and renewable energy sectors. It also underscores Libya’s commitment to building a competitive local workforce to support the country’s next phase of energy investment.

Since its launch, EJI has trained more than 900 youth ambassadors across Libya. These ambassadors act as bridges between local communities, government institutions and international energy companies, helping promote environmental awareness, sustainability initiatives and responsible energy development while encouraging greater youth participation in the sector.

While recent years have focused on restoring production, rebuilding investor confidence and reopening exploration opportunities, the next phase of development will require a highly skilled domestic workforce capable of supporting increasingly complex projects across the upstream, midstream and renewable energy sectors. Recognizing this need, the Ministry of Oil and Gas has positioned workforce development as a national priority.

Through EJI, the Ministry is building a framework that connects education, industry and community engagement, while creating opportunities for young Libyans to participate directly in the country’s energy future. The initiative targets individuals aged 15 to 35, with a strong emphasis on engineering, technology, sustainability and leadership development. It also places significant focus on increasing female participation in the energy industry, ensuring the next generation of professionals reflects the diversity of Libya’s workforce.

Recent training programs have included collaborations with Camco Oilfield Services, ESP MENA and Baker Hughes, exposing young engineers to modern oilfield operations, equipment maintenance, digital technologies and advanced production systems. These experiences provide participants with practical industry exposure while helping companies identify future talent capable of supporting Libya’s expanding energy sector.

Under the leadership of the Ministry of Oil and Gas, workforce development has become increasingly integrated into broader national energy policy. The Ministry’s vision extends beyond increasing production capacity, aiming to ensure that Libyan professionals are positioned to lead and sustain growth across the entire energy value chain. This strategy aligns closely with Libya’s production ambitions, with the government targeting an increase from approximately 1.4 million bpd to 1.6 million bpd in the near term, and a long-term objective of reaching 2 million bpd.

By bringing together government, operators, service companies and young professionals, the event will help strengthen the partnerships needed to build a skilled domestic workforce for Libya’s expanding energy industry.
